Most of the strategies capitalize on powering specific units or roles. However the only default unit with no specific strategy that focuses on it is Anti Air. It's only affected by strategies that affect all the units like Lucky Bastard or Blitzkrieg. Why is that? Naturally this makes it quite a poor unit but I think there can be a strategy that focuses on Anti Air units to give them a chance in countering strong air tactics. I think the strategy would go something like: Advanced Anti-Air units, at the cost of weak air units. I think such a strategy would try making Anti Air units more affordable with the mentality of matching infantries as main defence units. Stats may go in the line of these:

Buffs:
(+) Cheaper Anti-Air units: a cost reduction between 60 to 30 would be good
(+) Defence buff to Anti-Air: They should be a little weaker substitute to infantries in this strat, so +2 defense may be good, making them have 5 defence
(+) Offensive buff to Anti-Air: A little push like +2 atk can work
(+) Distance buff to Anti Air: They should be able to travel farther, 1-2 bonus would work well
(+) More healthy Anti-Air: maybe +1 health to AA units
(+) Militia gets +1 defence against bombers and stealth bombers

Nerfs:
(-) Infantry units are more expensive: Just like relentless attack, 20-40 added cost may work
(-) Air units have smaller reach. -2 range to bombers and stealth bombers -1 range to air transport
(-) Air units have weaker attack power: -2 to the attack power of Bombers and stealth bombers, -1 to Helis
(-) Less defense to bombers: Bombers can have -2 less defense so make them inferior units for defense.

That's all I can think of at the moment. maybe AA can get a tiny buff against destroyers and submarines too, giving them a coastal battery role at the same time. Overall it would be a defensive strategy for anti-air usersü at the cost of not having a reliable air force and main defense units being more expansive. Being the only unit without a strategy buffing it, I think Anti-Airs deserve one. In their current state I think they are rather weak even at doing their job and not very reliable for their high cost and low survivability.

I feel like the cost would need to go up instead of down to compensate for that ability. I'm imagining an infantry strapped to the AA.. haha. So actually a +30 boost to base cost now.
