Practice Games and Extra Reinf

We should be able to add extra reinf to the country we want and it has to be a solo game.

For example ukraine doesnt have extra reinf in solo play. We using alts for extra reinf.

Or an AI picker to just pick a country and do nothing. It would also help so in far future it can get developed, but as for a start sounds good idea.
