For me it's simple, If they repeatedly abuse their position against you because of a personal hatred that could include being racist, belittling people and just generally being a nasty person then I say that's one bad moderator. If they don't fit into that then I just rank them off of how much they do for the ordinary person, the kind of stuff that isn't going to give them prestige in the public eye or goes by easily unnoticed.
