First turn on Casual Games, End Turn button

Should be possible that reinf cities, even if we r alone in game, but not possible to occupy neutral lands, cause it can be from someone who is joining, if we click end turn button, it just should save our moves, but not start new turn, until time is gone

You can simply "Exit to Lobby" without pressing End Turn.

Really there should be a "country selection turn zero". The one who starts the game can expand and no one else can, at least not with reinforcements.
