Where to build nukes in Ultimate WW2 map?

I'm playing Ultimate WW2 as the US and can't seem to find where my Atom bombs are located. At first I thought it was a bug that they are not showing, but I was shocked to see how Germany managed to get them strapped into V2 rockets.

Please, if you have any experience with this map let me know.

They are assigned to USA Pacific, as Event Units.

I was playing as USA: Pacific and got a notification early in the game (Turn 5 or so) that the Atom Bomb was successfully tested in Las Vegas.

I checked every city I had until about turn 30 and got nothing. So I was surprised when Germany had it all of a sudden.

Germany gets those units as a "End-game" Units. It acts as a buffer, making you have to defeat Germany quickly.

So you're saying in order to get the Atom Bomb, you must first defeat Germany?
