Well basicly... The terms Kosovo War or Kosovo conflict refer to two sequential, and at times parallel, armed conflicts in Kosovo province, then part of FR Yugoslavia. From early 1998 to 1999, there was an armed conflict initiated by the ethnic Albanian "Kosovo Liberation Army" (KLA), who sought independence (classified by Serbia as terrorists), against the Serbian police and Yugoslav Military. From March 24, 1999 to June 11, 1999, NATO launched an air campaign on FR Yugoslavia, while the KLA continued battles with Yugoslav Security Forces, amidst a massive population displacement estimated to be close to 800,000 people. The KLA, formed in 1991, began attacking police stations and Yugoslav government offices in February 1996, which resulted in an increase in the number of security forces, and escalation into a conflict, although it was initially viewed as an insurgency. The KLA was regarded by the US as a terrorist group until 1998 when it was de-listed for classified reasons, and then the UK and the US lobbied France to do the same. The U.S. and NATO then cultivated diplomatic relationships with the KLA leaders.

Well thats the whole story but since NATO was involved I had no choice but to Nerf Germany, UK, and France. All of their incomes are around 134-139. I subbed KLA with Albania for the land purpose. I used a detailed map to depict the map of 1998-1999. Since I know 1st turn Serbia (or how you call it Yugoslavia) will get massive troop making from the bigger countries so all I did was raise their income. Also to counter right away I raised Albania's income to its max along with Yugoslavia's. However in a standard 10k game Yugoslavia's dead so I purposely made it 3k no change. I know this helps very little and still poses a threat to Yugoslavia so I also add 10 Infantry per turn to its capital until week 5 when the NATO countries have lost all there money.

Please tell me where I can improve this to make it more fair and still keep it yet again historical.

Can you stop using the coloured fonts please already? It makes it a real pain to read.

Also, these types of scenarios where there are huge gaps between countries never work. I'd give up. And I'm saying this from personal experience, as my only published scenario has this gaping problem. Meh.

Scenarios can either be balanced or accurate. You are attempting to balance one of the most one sided conflicts in history. It cannot be done. If you want accuracy you put one militia in Serbia and one in Kosovo and 1000 Nato bombers in Italy, Turkey and Cyprus.

LOL, I don't think I've ever seen you make that incoherent a sentence anymore. You must stop using those colours! They're killing your ability to spell and form grammatically coherent sentences!!
