A "Affected by strategies?" option

I want to make certain units not affected by strats. Examples include 0 range units that with a strat (I forget which) get +2 range. Just a simple checkbox would be good.

Utah there is already a solution to your problem.
Basically you dont want your units to get +3 range with blitzkrieg for example.
Easy, instead of making your units to have range of 0 you can use -3 of range.

Edit: nvm, Coastal Battery (One of the default rare units) have -5 range and for that reason i thought that it was possible to add that to your units, but it seems that no.

This could be abused. Oh and, dafuq.

There should be an option for negative range then.
