It is the one killing the last unit... usually this is the person with the most militia (exceptions exist, but good rule of thumb)

According to this screenshot it is not. I watch that battle. Buffalo's bomber were the ones killing the last unit. However I got the city. Not the first time that I see, when someone attack his capital with other allies, and if after the battle the guy's original owner still have units, he take the city.

By that rule and the screenshot above your post, Buffalo should have got the city because infantry have higher defense than militia.

I think I see the issue. In both of the SS above, only bombers were used by your allies to aid in the capture of the cities. Bombers cannot take cities. So if the bomber is the last unit (only unit that attacked as well?) to attack, then it probably goes to whoever attacked last with a unit that can capture a city. Just a theory though. Will need to be tested.

15 Infantry + general regardless of strategy will out do 7 PD militia. There have been times when my ally recapped my capital and not me even though I had sufficient units to take it.

From what I witnessed, the owner always get his capital when recapping with allies. Other than that, since the ally with the most land units doesn't always get the city, we need to test this out to find the factors in cause. Does last kill or move priority have any incidence?
