I don't think that this is the best idea but I understand where it's coming from. (California being one large territory)

East coast is fine, in fact, it's the strongest starting position on the North American map. What needs to be improved is west coast, what i mean by this is separate the land in a bit more countries. Also, Canada needs an improvement desperately. I suggest adding the St-Lawrence River for extra sea transportation and to add more strategy to the game. (subs included) Secondly, separate eastern Canada into their separate provinces. At the moment, Quebec has all of the Maritimes, instead it should be split into Nova Scotia (a possiblt great 3-5k country), P.E.I (Island, similar to Cyprus) and New Brunswick another great 5k idea. Finally, Canada should be separated into all its provinces and territories. Provinces: Ontario (value: 7000-9000) Quebec (value: 7000-9000) New Brunswick (2000-4000) Nova Scotia (2000-4000) P.E.I (Prince Edward Island) (500-1500) Manitoba (3500-5000) Saskatchewan (2500-4000) Alberta (4000-6000) British Columbia (5000-7500) Territories: Yukon (2000-4000) Northwest Territories (1000-2000) Nunavut (1000-2000)

TopHats, that is some strong Canadian bias right there. There is no possible need nor warrant to divide Canada like you proposed.
