No Low - Mid rank CW?

Why are there no low - mid rank teams for cw. Feels when 1 side has no HR and other side has

I assume it's because low ranks mostly don't have premium + still find the base game fun so don't want to get competitive yet.

I always play cws with big fishes..that's how you will learn to play for sure.
